I think the problem is he's bait fishing so the fish will definitely gut the hook. He then lets them inhale in for 30 seconds before setting. Fine if you're going for meat, but he released that fish and it sure as shit died.
I don't think I've ever seen anyone who is bait fishing practice C&R (with the exception of Euro carpers). Yeah, maybe they'll throw back one that's too small or a "trash fish" they don't want, but if they spend money on perishable/disposable bait (not reusable lures or flies) they better get something in return for their investment. At least that's what I assume the philosophy would be.
I saw a guy doing this at the Little Lehigh. This was in the park at the bridge you can only walk over. If people want to meat fish, why don't they just go to the store for their fish? Maybe they think they are sportsmen. Trout Ninja ha ha ha ha.

We do that for catfish, bream, etc. If it's legal where he's fishing, I don't see the problem.
